Port Hatea is a 100 hectare mixed use urban regeneration of the old Port of Whangarei. Master planning was undertaken to develop a concept strategy plan for the whole site under the Whangarei District Plan.

Based on good urban and environmental design principles the master plan identified potential development zones for river-edged boardwalks and recreational areas, low rise retail and entertainment precincts, business park type commercial precincts, marine related and light industrial development areas, high and low density residential neighbourhoods, primary infrastructure networks and integrated green spaces. Port Hatea would form part of the predicted urban expansion of Whangarei over the next 20 years. Design parameters of scale, height, density distribution, orientation, views and landscape were an integral part of the master plan development criteria.
